Archaludon and Raging Bolt from Stellar Crown will be a store promo for at least GameStop Canada & USA, Best Buy USA & EB Games Australia / New Zealand.
According to TPCi:
Starting September 13, when you spend $15 or more on Pokémon TCG products, fans in the US and Canada can receive an Archaludon promo card at GameStop. If you’re in Australia or New Zealand, this offer is available at EB Games.
Those in the US can also get a Raging Bolt promo card at Best Buy by making a purchase of $15 or more.

If a European store promotion is coming, we do not know. There is no information regarding this for now. Promotions happened in Europe before with Koraidon & Miraidon Store Promos with set logo stamp exclusive to Europe.
Update 15-09-2024: Archaludon promo is also confirmed for France (King Jouet) & UK (Smyths Toys). Both are also Cosmos holofoil and includes a stamp of the Stellar Crown logo, different from the Gamestop & EB Games stamp.
UK: You get 1 Archaludon Promo Card when you spend £14.99/€14.99 or more on Pokémon Trading Card Game products in-stores at Smyths Toys.
France / Belgium: You get 1 Archaludon Promo Card when you spend 20€ at King Jouet (thanks for the info Pokécardex)
