This box is called the Pokémon Card Game Sword & Shield Special BOX Pokemon Center Kanazawa Open Memorial. Also a free Kanazawa's Pikachu Pokémon Center promo will be given out if you visit Pokémon Center Stores, more details are found below.
This special box, which features exclusive Pokémon Center Kanazawa artwork will be released at Pokémon Centers in Japan. It will cost 4,640 yen + tax and releases on November 20, 2020.

A special Pokémon Center Kanazawa stamped holofoil 144/S-P Kanazawa's Pikachu promo will be given out.
According to ToineLay, you can get this Kanazawa's Pikachu just by visiting a Pokémon Center, you don't need to buy anything. The version in the Special BOX Pokemon Center Kanazawa Open Memorial is a mirrorfoil holo without a stamp. What is the difference between Holofoil and Mirrorfoil?
Mirrorfoil is a reverse holo card with a mirror-like finish, you can almost see your face in it.
Holofoil is just a regular holo pattern in the art
